I am acting as the FCO liaison point for the next-of-kin of the thirteen Hong Kong victims of the KAL-007 incident. They have recently been informed of the possible revival of the compensation claims arising from KAL-007 and have been given the position paper prepared by the American Families Association.

I have just received a letter from Immigration Department in Hong Kong reporting the comments of the next-of-kin on the new developments. One of these comments was that the UK should send a representative to every ICAO meeting "so as to strengthen our position when negotiating with the Russians".
3. I am proposing to reply that the UK does indeed have a permanent representative at ICAO and is thus kept fully informed of all KAL-007 developments. Is there anything you would wish to add to this reply? One thing that might have been in their minds was the meeting attended by the Secretary General and representatives of the USA, Russia, Japan and South Korea in Paris on January 8. It would be useful if we could reassure Hong Kong perhaps by sending them a short report of this or of other meetings? - that we are keeping up-to-date on the progress of the KAL-007 case, even though we have not yet formally decided to renew our compensation claim.
