The read-out and analysis of the tapes began on Monday, 11 January 1993, with work being carried out at the BEA and later also at the laboratories of the Centre d'Essais en Vol de Bretigny-sur-Orge (CEV). The entire process of decoding the CVR and DFDR tapes was under the observation, and with the active participation, of representatives of the four Observer States. Indeed, there was full co-operation in this respect, and the assistance obtained from these experts was invaluable.

On 15 January 1993, the President of the Council visited the BEA laboratories where he listened to the recording from the CVR, met with the ICAO team and had talks with the French experts and the representatives of Japan, the Republic of Korea, the Russian Federation, and the United States of America.

The ICAO team returned to Montreal on 23 January 1993 for preliminary analysis of the information obtained at that stage; one team member remained in Paris for an additional week to supervise the continuing work.

4.1
BILATERAL DISCUSSIONS
In the light of the information obtained, the team next visited the four Observer States for bilateral discussions and to gather additional information which had become available since the original investigation in 1983.
4.2
United States of America
4.2.1
The ICAO team visited the United States of America from 28 to 29 January 1993 for a series of meetings held at the Headquarters of the National Transport Safety Board (NTSB) in Washington, D.C., and attended by officials of the NTSB, Department of State, Department of Defense and the Federal Aviation Administration (FAA).
4.2.2
The following were made available to the ICAO team:

a copy of the National Security Agency (NSA) transcript of the air-to- ground radio transmissions of the Soviet interceptors over Sakhalin;
a U.S. Navy search and rescue report (Naval Task Force 71) in connexion with the search for KAL-007;
c)
a copy of a press briefing on the subject by the Secretary of State given on 1 September 1983;
d)
e)
a copy of a 1989 Congressional testimony of the Deputy Director of the Central Intelligence Agency (CIA) on the subject;
microfiche containing thousands of pages of documents that mentioned KAL-007 which had been retained by the Department of State;
