REVIVAL OF KAL-007 COMPENSATION CLAIMS

I have had a letter from Marshall in HKD (dated 10 March and addressed to Fred Neal), telling me that he is acting as the FCO liaison point for the next of kin of the thirteen Hong Kong victims of this air crash. It has apparently been suggested by the next of kin that the UK should send a representative to every ICAO meeting on the subject 'so as to strengthen our position when negotiating with the Russians'. Marshall has it in mind to reply that the UK has a permanent representative at ICAO and are thus kept fully informed of all KAL-007 developments. He has suggested that we might also reasssure HK by sending reports of meetings such that in Paris when the tapes were handed over, and has asked whether UKREP has any comments on his proposed line.

I think AMD should be brought into this loop, since you were involved in December when this surfaced again in ICAO, and since you receive the papers which come to the Council on this. You will not yet have received a copy of the latest summary of what has been done and where matters stand, though, and I attach one to this fax. Council discussed it in closed session this afternoon, when it learned that Japan had made a cash contribution of US$14k, together with air tickets bringing its total contribution to some 30% of the ICAO costs of US$150k estimated by the Secretary General. The final report may be available in June.
