I have the honour

1986 whereby authority was
despatch dated 12 September
entrusted to your predecessor to conclude and carry into
effect an agreement for the purpose of providing the
framework for air services between Hong Kong and the
Netherlands.
I now have the honour to entrust to you authority
make an amendment to the said agreement in the terms, or
substantially in the terms, of the draft attached hereto.
