2. We are reluctant to accede to Japanese request for redesignation of Dragonair on Route 6 of Section II of the Schedule to the 1952 Agreement. Your Note No 50 of 14 July 1992 clearly designates Dragonair on that Route. Whether or not this includes (or included at that time) Sendai is immaterial. Routes change and it is not practice, or practical, to redesignate airlines on them each time this happens.
3. You should, therefore, continue to press the Ministry of Transport to allow Dragonair to file a formal application without your having to submit a further Note. The obvious arguments about practicalities and workload, combined with pointing out the general nature of your Note No 50 will, we hope, serve to convince the Japanese that no further designation is necessary.

Should you be unable to bring the Japanese authorities round to our view we would, solely to prevent Dragonair being commercially disadvantaged, be prepared to authorise the submission of a further Note. But this would only confirm our view that Dragonair's designation on Route 6 under your Note No 50 covers services to Sendai.
