HK/US ASA Talks

I refer to your fax of this morning on the above subject, enclosing Rod Balme's fax letter to you of the 3rd September.

As I indicated to you when we spoke, we are very firmly opposed to making any concessions in advance of the talks and object strongly to the US side's introduction of yet another precondition.

The Round The World Route precondition follows' on from the 5th Freedom Flexibility precondition and the Chicago

On the RTW route specifically, there is absolutely no excuse for any "misunderstanding"; both your records and ours demonstrate that their request for an RTW route has been vigorously rejected on each occasion that it has been
