1. I am writing in Rod Balme's absence in-Paris to let you know that the US have postponed the talks scheduled for the end of this month.

Rod Balme telephoned Mary Street, US Department of Transportation, today and told her that no commitments could be given on the round the world route issue in advance of the negotiations. He also pointed out that this should come as no surprise to the US given the consistent line taken by Hong Kong on this issue in past rounds of negotiations. Mary Street consulted and then came back to me later this afternoon to say that in these circumstances the US side wanted to postpone the talks. Having confirmed with her that she was not taking a negotiating stance and did not want to discuss possibilities further I said that I would pass on the news and that Rod Balme and she could discuss further when they meet in Washington next week.

I have told Martin Glass who was in the Department today and has asked me to let you know that he will be in touch about his return travel arrangements.
