Action on your TUR was taken by me on my return from leave. enclose a copy of the note dated 6 October which was sent to the Department of Foreign Affairs (DEPLU).

I
DEPLU have now responded in their note of 30 November (original Indonesian and DEPLU unofficial translation enclosed). Their language is most undiplomatic but the point is that they are not willing to concede the issue and instead have proposed a compromise formulation, at the end of their note. I should be grateful if you would urgently seek the views of our Legal Adviser and Michael Fielder at Department of Transport. I have not acknowledged the DEPLU note.
