THIRD ASIA/PACIFIC RAN MEETING
EXPLANATORY NOTES ON THE AGENDA ITEMS
1.
These notes are provided for explanatory purposes and are not intended to define the scope of the action which might be taken. Accordingly, the information given hereunder should not be construed as being part of the agenda.

The present plans for the area to be considered by the Meeting are contained in Doc 8700 (Air Navigation Plan - Middle East and Asia Regions) Doc 8755, (North Atlantic, North American and Pacific Regions) Doc 7754 (Air Navigation Plan - European Region) and Doc 7030 (Regional Supplementary Procedures). Discussions at the meeting will focus on the amendment of the current AOP, ATS, COM, MET, SAR and AIS Plans.

Approval of the Table of Aircraft Operations and the Statement of Basic Operational Requirements and Planning Criteria does not form part of the Agenda. Under the format and structure approved for the meeting, the Table of Aircraft Operations and the Statement of Basic Operational Requirements and Planning Criteria will be submitted to the meeting as part of the Secretariat documentation. However, additions to the Statement can be adopted by the meeting, since this forms part of the agenda,

The Table of Aircraft Operations will be prepared prior to the meeting by the Secretariat, with inputs from States and IATA. Amendments provided by the delegates at the meeting will be issued as addenda or corrigenda to the Secretariat paper and thus be available to all components of the meeting. However, it is expected that thorough preparatory work will obviate the need for all but a very few such amendments at the site of the meeting.

The Statement of Basic Operational Requirements and Planning Criteria has already been circulated to States for comment and will be submitted to the Air Navigation Commission for approval. The approved Statement will be distributed to States as a working paper prior to the meeting.

Item 1. Additions, if required, to the Statement of Basic Operational
Requirements and planning Criteria approved by the Air Navigation Commission
In accordance with recent amendments to Doc 8144 approved by the Council and in particular para. 1.3.1 of Part II thereof, Agenda Item 1 permits the meeting to adopt additions to the Statement of Basic Operational Requirements and Planning Criteria, if required. Any such additions will have to be proposed in the General Committee and adopted by a two-thirds majority of the Members attending the meeting.
