The Secretary General, on behalf of the Council, extends an invitation to your Government/Organization to participate in this meeting, with a status determined by the criteria set out either in paragraph 3 or paragraph 4 above, as appropriate. Attachment A sets out the list of States and International Organizations invited to the meeting, and their status.

The Agenda for the meeting as approved by the Air Navigation Commission and explanatory notes on the agenda items prepared by the Secretariat are at Attachments B and C respectively. The organization of the meeting and the assignment of agenda items to committees, as approved, by the Air Navigation Commission, are at Attachment D. The Commission also agreed that the area to be considered by the meeting should be the area covered by the Flight Information Regions (FIRS) in the Asia and Pacific Regions, as defined in the Directives to the Regional Air Navigation Meetings and Rules of Procedure for their Conduct (Doc '8144/AN/874/6), expanded to include FIRS in Afghanistan, the Asian part of the Russian Federation, the Islamic Republic of Iran, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.

The agenda has been designed with a view to concentrating the meeting's attention on changes required to the regional plan arising from specific changes to aircraft operations in the area to be considered by the meeting. also accommodates discussion of other matters requiring special attention but is not intended to restrict consideration of any matter put forward by a State dealing with, for example, reorganization of airspace. However, the agenda requires that certain matters which may be dealt with directly by the Secretariat or by the correspondence procedure, be taken care of outside the meeting.

In accordance with decisions of the Council which are contained in Doc 8144-AN/874/6, the agenda does not provide for approval by the meeting of the Table of Aircraft Operations and the Statement of Basic Operational Requirements and Planning Criteria. The agenda, however, does provide for additions to the Statement by the meeting, if required. The Air Navigation Commission therefore, has agreed that these matters will be dealt with in the following manner:

a draft Table of Aircraft Operations will be prepared by the Secretariat and circulated to States with the request that ICAO be notified of any required amendments. These will be included in a final Table to be presented to the meeting. Any amendments provided by delegates at the meeting site will be issued as addenda or corrigenda to the working paper containing the Table of Aircraft Operations. The meeting will be invited to use the Table in its work;

the Statement of Basic Operational Requirements and Planning Criteria prepared by the Air Navigation Commission (ANC) for use in all ICAO regions will be circulated to States for comment and submitted, with States' comments, to the ANC for approval. The approved Statement will then be circulated to States in accordance with Assembly Resolution A27-10, Appendix L, Associated Practice 2, as part of the supporting documentation for the meeting.

Your attention is drawn particularly to the explanatory notes on Agenda Item 14 - Implementation programming. To facilitate such implementation planning and programming, your delegation should include representatives having

e necessary expertise and stature to engage in discussions leading to decisions implementation planning for all States within a co-ordinated overall regional implementation plan. In this regard, it is the intention to discuss

implementation planning in all its aspects, including technical co-operation, and, therefore, to invite the United Nations Development Programme (UNDP), the World Bank and other funding sources to the meeting. Technical Co-operation officers from the ICAO Secretariat will be available at the meeting to advise and assist in such matters as project identification and formulation.

Documentation that your Government/Organization may wish to submit for the meeting should be forwarded to ICAO Headquarters, Montreal practicable and no later than three months prior to the opening of the meeting in order to permit translation, reproduction and dispatch to other States in time for full consideration prior to the meeting. Papers received after that date normally can be distributed only at the meeting. Proposals for action should appear as the first element on a paper followed by a concise statement of the purpose.

Participants with "Observer" status are invited to note that any documentation submitted by them to the meeting should be limited to a maximum of six pages.

Furthermore, due to the very heavy workload of the ICAO language services, it is no longer possible to translate documentation by other organizations to ICAO meetings and such documentation will therefore be issued only in those ICAO languages in which it is received. These arrangements respond to the provisions of Resolutions Al-10 and A1-11 which govern ICAO's relations with public and private international organizations and which stipulate that all co-operation arrangements with such organizations, including participation at ICAO meetings, must be implemented without any increase in the ICAO budget.

When submitting documentation for the meeting you are invited to take particular note of the needs of international general aviation (IGA).

It would be appreciated if you could inform the Secretary General, as soon as practicable, whether your Government/Organization plans to accept this invitation to attend the meeting and, if so, to notify him of the names of your representatives. The site selected for the meeting, will be the subject of a separate letter, as indicated in paragraph 2 above above
