1. First round of ASA talks a envisaged in TUR took place in Rangoon on 13 to 15 September. Substantial progress made regarding the draft Hong Kong/Burma ASA text. A further round of talks would be held before the end of October. We agreed to consider further extending Myanmar Airways International's (MAI's) temporary operating permit to Hong Kong, if necessary.

2. Led by the Director-General of Civil Aviation, the Burmese delegation was obviously well prepared for this round of talks. After seeking detailed information from the Hong Kong side regarding the procedures and technicalities of our separation exercise, they raised only a few comments on our model ASA text. In particular, they were quick to adopt our proposed designation criterion (i.e. incorporation and principle place of business) as MAI were unable to satisfy the substantial ownership criteria under the U.K. Agreement. After two days of discussions, both sides agreed to all but two articles of the draft ASA text provided by the Hong Kong side in February 1992. The Burmese indicated that further consultations within their bureaucracy would be required regarding the tariffs and custom duties articles. Both sides signed an Agreed Record attaching the agreed amendments to the draft Hong Kong/Burma ASA text.

3. Both sides also exchanged views on the provisions to be included in the Confidential Memorandum of Understanding and agreed that further discussions would be required in a second round of talks to be held in either Hong Kong or Rangoon before the expiry of MAI's current temporary operating permit (i.e. end of October).

4. We say no major problem in finalising the outstanding points in the second round of talks but the Burmese had already indicated that approval of their "higher authorities" was required before initialling of the agreed ASA text and signing of the CMU could take place.
