Neither we nor Department of Transport have problems with sub-paragraphs (a) or (c). However, in sub-paragraph (b) you explain that the Thais are seeking to replace quote reciprocal action unquote in Article 14 (3) with quote retaliatory action unquote. We feel this should remain as quote reciprocal action unquote since it more accurately reflects the spirit of Article 14.
