1. Please seek urgent reply from Dr Srisook Chandrangsu to Michael Fielder's letter, and draft Exchange of Notes, to him of 13 December concerning the application of the capacity provisions and route/traffic rights referred to in paragraphs 3 and 7 of the Hong Kong/Thailand Confidential Memorandum of Understanding of 7 December 1993.

It has been proposed that the arrangements should come into. force provisionally with effect from (next three words underlined) 1 January 1994. This was agreed by the Government of Hong Kong and the Kingdom of Thailand at talks on 6 and 7 December 1993. An urgent response would therefore be appreciated.
