Your telno 968: BA/DAS Air Cargo services to Hong Kong
1. Our Civil Aviation Department has encountered difficulties in processing DAS Air Cargo's application. DAS Air, a Ugandan operator, first applied on 26 Oct to operate "a series of all-cargo flights" between Gatwick and HK, on behalf of BA, using Ugandan registered 8707 aircraft. Separately, BA also applied on 3 Nov for scheduled all-cargo services using DAS Air's aircraft. Both BA and DAS Air were told what was required of them and advised to co- ordinate their action. Not until late on 12 Nov did DAS Air furnish all the necessary information required, which did not allow sufficient time for the issue of a permit for their flight on 14
Nov.
2. A permit is now ready for issue to BA subject to confirmation that such services operated by DAS Air on their behalf are scheduled services under the UK/HK arrangements. Civil Aviation Department await clarification from DoT on this point. understand that DOT has permitted DAS Air to operate four all-cargo charters outside the UK/HK arrangements.

We have had difficulties before in processing applications for BA to wet-lease aircraft from foreign carriers (another application in the pipeline involves Translift using Irish registered DC8). Better co-ordination between BA and the lessor concerned and prompt provision of required information are called for it their applications are to be processed in good time.

If BA have any further concerns regarding the operation of their services to HK under the UK/HK bilateral arrangements, we suggest they use normal channels of communication for this purpose in future.
