Your 987 and our Telno 1739: Negotiation of new ASAS and Two- freedom Agreements
1. Our speaking note referred to in 2nd TUR also covers the negotiation of two-freedom agreements. We assume that you are also content for UKRep to speak on the latter subject as well.
2. The only substantive comment in the fax to Fung, ESB, relates to the omission of 3 countries (viz. Tajikistan, Kyrgyzstan and Moldova) from the list of countries for negotiation of two-freedom agreements. After further consultation with our airlines, we can confirm that rights to overfly these three countries are not necessary. We have therefore not included them on the list. The opening sentence of para 4 of speaking note nevertheless caters for any addition to the list that may be proved necessary in future.
