Your Telno 163: Negotiations of New ASAS
After two rounds of negotiations, an ASA was agreed and initialled with Austria on 19 November. The initialled text followed closely the Hong Kong model text. The Austrians at first proposed a double designation regime but after some discussions agreed to adopt a multiple designation system. They raised no difficulties with our designation criteria of place of incorporation and principle place of business but reserved their position to use a similar designation criteria should they wish to do so in the future. The accompanying CMU which covered exchange of traffic rights does not contain any rights to Taiwan.
2. As agreed earlier with UKRep JLG Hong Kong, we would postpone handing over of the initialled text to the Chinese. The Austrians have been clearly informed of this position.
