Another point to bear in mind is that international news services are most likely to be amongst the first to learn of a nuclear incident and would set the information-gathering ball rolling. The more open the site operator is in the early stages of an incident, the easier it is to inform the public. Delayed or over- classified information only serves to confuse or imply a cover- up, and allows sensationalists to take the stage.
