I am writing to express my concern over the lack of progress in the expert talks and to request that the two delegations should meet again as soon as possible to review the situation and to reach an early agreement.
When you and my predecessor, Mr Ian Strachan, met in June 1992 to discuss arrangements for co-operation between the two sides in the event of a nuclear accident at the Guangdong Nuclear Power Station at Daya Bay, you agreed that expert groups should be set up to continue detailed discussions on the arrangements. Significant progress has since been made by experts of the two sides. Agreement has been reached on almost all the issues relating to off-site incidents.
One issue remains the release of information to the public, on which there is a clear difference between the two sides.
My colleagues have explained at the fifth and sixth rounds of talks our difficulties with a confidentiality provision that might restrict our ability to discharge our health and safety responsibilities towards the public. Your colleagues have insisted that you must have a written guarantee on confidentiality and indicated that, without such an agreement, you would not be ready to proceed to the discussion of on-site issues, or even to ratify the agreements reached on off-site issues, This multer was left unresolved at the end of the sixth round of expect talks held in Hong Kong between 18 1 21 May 1993.
