(1) Each side will release news bulletins on the nuclear emergency to keep the public informed of the situation. If considered necessary, either side may notify the other side of the substance, time and manner of such news release.
(2) in accordance with the requirements of public health, safety, social stability and the relevant provisions of the Convention on Early Notification of a Nuclear Accident of the International Atomic Energy Agency, both sides agree to make use of all the emergency information provided by the other side prudently and responsibly at all times.

Liaison Channels
During an off-site emergency situation at the GNPS, when the direct communication channel between the two sides for exchange of emergency information is activated in the event of an accident at the Guangdong Nuclear Power Station, both sides will use this direct communication channel for exchange of information to be released to the public.

Exchange of Information for release to the Public
Exchange during normal times
Sets of the publicity materials on contingency arrangements for an emergency situation at the GNPS provided by each side to the public will be provided to the other side via the New China News Agency Hong Kong Branch, or through direct mail.
(2) If one side considers that certain publicity materials produced by the other side are suitable for release to its public and requests assistance from the other side, the latter will give the necessary assistance as far as possible. Only printing and transportation charges will be made.

Exchange of information for release to the public during an off- site emergency situation at the Guangdong Nuclear Power Station
When the GNPS enters an off-site emergency situation, information released to the public will be transmitted to the other side as far as possible through the already activated direct channel of communication provided that it will not affect the exchange of emergency information.
