Second, on the question of off-site incidents, we disappointed that, despite the signature on 22 September of the Memorandum of Understanding, the Guangdong side have said they are not yet able to discuss the implementation of the technical arrangements, on the grounds that they must first await the conclusion of the discussions on on-site issues and then seek the endorsement of the Central authorities.

6. We believe that the implementation of some of the arrangements is urgent; and they must be put into place before the plant is commissioned. We hope that you will be able to authorise the Guangdong Authorities to discuss the implementation of the technical arrangements with the Hong Kong side without waiting for agreement on the on-site issues.

7. We very much hope that the next meeting on 25/26 November will be successful. We should greatly appreciate any help you can give to this end.
