GUANGDONG NUCLEAR POWER STATION: DAYA BAY

Since we were last in touch at the end of August, good progress has been made in the discussions between the Hong Kong and Guangdong authorities on off-site questions, and the difficult question of confidentiality was resolved at the plenary meeting between the two sides from 20-22 September. We are most grateful for the Central authorities' contribution to this outcome. The agreed press release issued on

22 September was well received by public opinion.

Unfortunately the discussions held between the two sides at their Expert Meeting from 14-19 October 1993 were less fruitful, and I have been asked by my authorities to seek your further help.

First, this meeting showed that there remain differences of view on on-site issues. The Hong Kong side have already explained why they believed that their proposed arrangements for on-site incidents were necessary, so as to strengthen the Hong Kong Government's emergency response capability and to help the two sides work together to dispel unfounded rumours about plant incidents. We believe that it is in the interest of both sides that Hong Kong should be informed of all emergency situations or incidents that have implications for
