Consensus Reached on Agenda Item 7

at the Bilateral Expert Meeting between Guangdong and Hong Kong on Off-site Emergency Work Co-operation for the

Guangdong Nuclear Power Station

Mutual support in off-site emergency work

The expert groups for the emergency work cooperation between Guangdong and Hong Kong for the GNPS have reached consensus on Agenda Item 7 to the effect that:

Coordination of Cooperation between Guangdong and Hong Kong and Exchange of Experience during Normal Times

Coordination During Normal Times of Cooperation between Guangdong and Hong Kong in GNPS Off-site Emergency Work

During normal times, the coordination of GNPS off-site emergency work will be carried out using the following two methods -

a.

Consultation and coordination through exchange of documents -

Routine matters relating to the cooperation between Guangdong and Hong Kong in GNPS off-site emergency will be coordinated between the emergency organizations of both sides through the exchange of documents. The responsible organization on the Guangdong side is the Emergency Committee Office of Guangdong Province for Nuclear Power Accident, and the responsible organization on the Hong Kong side is the Government Secretariat Security Branch.

the exchange of letters will be carried out through the NCNA HK Branch.

each side will reply to the letter from the other side in a relatively short time.

consultation and coordination through regular and ad hoc meetings.

both sides will hold a regular meeting each year, that is, a scheduled meeting.

the regular meeting will be attended by the responsible related persons of emergency organizations and related personnel of both sides. If necessary, higher-ranking official can participate in accordance with the principle of diplomatic reciprocity.

the content of the regular meeting will be

to review the implementation of the agreement for cooperation and make suggestions for improvement;

to discuss problems arising from the cooperation;

to exchange information on the off-site emergency work of each side and exchange experience in such work; and
