Direct communication links for exchange of technical information between the Daya Bay Nuclear Power Station and both the Royal Observatory and Police Headquarters, with parallel direct communications between the Guangdong authorities, including their Nuclear Accident Emergency Command Centre and Energency Assessment Centre, the Nacional Nuclear Safety Administration and the Hong Kong Government through Security Branch and the Government Secretariat Emergency Co-ordination Centre;

Agreement on the methods of communication (i.e. microwave link, telephone, facsimile, computer and possibly the exchange of liaison officers at the off sito centres etc.); security of communications; verification of messages; and the language, which we consider should be English as it is the international language of science;

Co-ordination of procedures and methodology for assessing the consequences, including the danger to the public, from any release of radioactivity. IASA standards and practices provide appropriate references;

Agreement on the screening and prevention from entry into Hong Kong of contaminated food, livestock, goods and vehicles. The guideline levels set out in the Codex Alimentarius Commission will apply for imported food;

Understanding on the criteria (Intervention Levels and Derived Intervention Levels) for the introduction of countermeasures such as evacuation, sheltering, issue of stable iodine tablets, interdiction of food and water and decontamination. These will be based largely on the standards set out in the recokumendation of the International Commission on Radiological Protection, the International Atomic Energy Agency and the World Health Organisation;

ongoing two way liaison during any emergency on any countermeasures that are taken;

Rapid communication and consideration of requests for assistance by either party;
