We consider it essential that the following is
Use of international standards

Use of international standards for dealing with nuclear accidents, including those for notification, accident classification, exchange of information, assistance and protection of materials as detailed in the United Nation's International Atomic Energy Agency's:
(a) Convention on Early Notification of a Nuclear
Accident;
(b) Guidelines on Reportable Events, Integrated
Planning and Information Exchange in a Transboundary Release of Radioactive Materials;
(c) Guidance on International Exchange of Information and Data following a Major Nuclear Accident or Radiological Emergency;
(a) International Safety Convention (which is now
being drafted by the IAEA);
(e) Convention on Assistance in the Case of a Nuclear
Accident or Radiological Emergency;
(f) Guidelines for Mutual Emergency Assistance
Arrangements in connection with a Nuclear Accident or Radiological Emergency; and
(g) Convention on the Physical Protection of Nuclear
Material
Use of the standards mentioned in (1) above as a basis on which to build a comprehensive bilateral agreement between Hong Kong and the People's Republic of China for dealing with any incidents or accidents that may occur at Daya Bay Nuclear Power Station or in operations associated with it such transportation and treatment of nuclear fuel ani nuclear waste;
Identification of responsible bodies

Mutual clarification of which bodies on each sido are responsible for which parts of their respective contingency plans and, in particular, which are responsible for overall, co-ordination;
