Dr Timothy Walker here will be pleased to raise this matter with his Chinese counterpart when he represents the UK at the IAEA Board of Governors on 22/23 February. I have spoken to Hong Kong Department who are content for him to do so and have promised me a copy of the speaking note forwarded with telno 124. Hong Kong Department did not consider it necessary for me to approach Hong Kong for their consent.
