It would also be very helpful for Hong Kong to learn when, in
accordance with IAEA guidelines, the Chinese on-site and off-
site contingency plans will be exercised. Hong Kong will
conduct a second full test of its contingency plan in May.
They would welcome mainland observers at their exercise in a
similar manner to last time. They would also like to make a
request to observe your exercise.

I hope that you will bring this note urgently to the
attention of the relevant central authorities and that they
will be able to respond positively at the time of the next
experts' meeting in March. The time left before fuel loading
and commissioning of the power station is short.
