The experts then met with Dr. H.K. Lam and Dr. M.C. Wong of the Royal Observatory to discuss the Monitoring and Assessment Center's role in the activation of the Plan, as well as radiation protection training for government workers who would participate in response activities.
On Saturday, February 27, the expert departed Hong Kong at 0915 as scheduled, arriving Pasco, Washington at 0850 on the same date.
Conclusions:
1.
The Hong Kong Government continues to maintain an aggressive program of planning and preparedness for radiological emergencies at the Daya Bay Station. The DBCP has undergone substantial refinement since Exercise PENNANT in November, 1990.
2. Preparations for the May 1993 exercise are underway and appear to be
progressing well. An Exercise Planning Team has been formed and is supported by a Technical Working Group representing key Departments with radiological expertise and responsibilities. The lessons and experience of Exercise PENNANT are being applied successfully in the preparation of the upcoming exercise.
