On Monday, February 15, the expert was transported to Central Government HQ and met with Ian Petersen, Principal Assistant Secretary for Security and his deputy, Mr. Joseph Kwang, to discuss the status of the Daya Bay Contingency Plan (DBCP) and preparations for the exercise in May. The Plan is undergoing revision and will be finalized before March 31 in order to provide a basis for training of staff before the exercise. Mr. Petersen detailed the recent developments in the Hong Kong Government's response program and requested suggestions regarding several aspects of the Plan.
On Tuesday, February 16, the expert met with the Exercise BASILAR planning team headed by Mr. Ng Hon-wah. Other members of the team are Mr. Geoff Woodhead, Mr. T.T. Chan, Mr. Larry Leung, and Mr. George Haring. The basic structure of the exercise was presented by the team and comments were invited. The expert noted that the exercise control process used so successfully in Exercise PENNANT was being emulated by the BASILAR team. The technical aspects of the hypothetical reactor accident being used to drive the exercise are similar to those used in PENNANT, i.e., a rapidly developing core melt sequence with a very large radiological release directly to atmosphere. The expert advised that the objectives of the exercise could be served adequately with a somewhat smaller release and a narrower plume that would produce conditions approaching decision levels in the northern New Territories. Later that day the expert accompanied the Exercise Planning Team to meet with the exercise Technical Working Group, which consists of representatives of the government departments having key technical roles in the DBCP. The expert advised the Technical Working Group on a number of topics including the area to be affected by the plume, contamination levels in foodstuffs and water, screening standards for livestock, estimated timing and content of notifications from the Chinese and the IAEA, and appropriate levels of contamination on injured persons transported to Hong Kong for treatment.
Wednesday, February 17 was spent in discussion with members of the Exercise Planning Team, addressing specific technical issues of the exercise scenario. The results of the previous day's discussion with the Technical Working Group
