The two experts were provided with copies of the newly revised DBCP upon their arrival in Hong Kong following a mission to the Daya Bay Nuclear Station. On the following day, 24 February, they met with Security Branch staff to discuss their impressions and concerns.
In general, they found that the plan is quite comprehensive and considers all the major aspects that would be needed to respond to an emergency that could impact Hong Kong. There were a few areas that the experts suggested some changes. Details about the suggested changes are included in Mr. Jamison's End-of-Mission report (Annex 3).
CONCLUSIONS
The conclusions of the experts was that the DBCP has undergone significant modifications since the November 1990 exercise of the DBCP. These improvements have substantially improved the plan. It was also noted that the preparation for the May 1993 exercise are progressing quite well. This should be another excellent exercise of the DBCP.
