I enclose a copy of my correspondence with Erica Ng regarding the initialled text of the Hong Kong/Sweden IPPA. Miss Ng's letter of 18 October explains in para 2 that HKG are not planning to ask for "positive indication of agreement from the Chinese side" for proposed Swedish amendments, but will "assume Chinese agreement if they do not indicate objection". Are you content with this course of action? It seems to me that the risk of a Chinese objection outweighs the advantage of getting the IPPA signed speedily.
