1. Thank you for your minute to Mrs Barnes-Jones of 1 November. The Hong Kong Government have a highly competent police force largely trained to British standards. We therefore believe that for an incident which does not involve a UK airline may be left to the Hong Kong Government. No doubt they will ask for our assistance if they require it.
2. For an incident involving a UK aircraft there would automatically be the closest coordination with the UK via the Governor. I note that the exercise in Hong Kong will involve the Political Adviser acting as the Channel through which communication with the FCO on international and diplomatic aspects of the incident will take place.
