1. I attach a copy of a letter I have just received from Hong Kong concerning their participation at the above mentioned conference. I should be grateful if you could ascertain whether we have received the Secretary -General's invitation to attend it, and whether we have replied. I have asked Hong Kong for confirmation that the Chinese are aware that Hong Kong will participate behind its own name-plate.
