Dear Carol,
13TH UN REGIONAL CARTOGRAPHIC CONFERENCE FOR ASIA AND THE PACIFIC, MAY 1994
1. Thank you for your letter of 3 September on this subject. I apologise for the delay in replying but I needed to consult other government departments as the information you requested was not available in the FCO.
2. The Ordinance Survey Office inform me that previous meetings have indeed been organised under the auspices of ESCAP. Participation has been divided into two categories. Member states of the United Nations and its specialised agencies, and associate members of ESCAP. The latter category consisting of Hong Kong alone. In the 11th meeting Hong Kong participants attended as observers and in the last as representatives.
3. There seems therefore to be no reason why Hong Kong should not participate in this conference. I shall ask United Nations Department to inform the UN that Hong Kong intends to participate in its capacity of an associate member of ESCAP and that its representatives will be those referred to in Gordon Andreassend's letter of 23 August.
