Daya Bay

I attach the speaking note I used on Daya Bay. Guangdong only has authority to speak to us about off-site emergencies, not on-site emergencies. They said their people were as concerned about safety and good emergency arrangements as Hong Kong people. They suggested we take our complaint up with NCNA, since Peking would have to approve talks on on-site emergencies. I am following up with NCNA and we will also ask the Embassy to weigh in. Fuel loading is in May, so time is short.
