1. I attach copies of Hong Kong telno 659 and the draft EXCO paper referred to in it. I should be grateful for your views on the paper, particularly the description of our views on the legal consequences in para 7. I remain of the view that if Hong Kong intend to amend the legislative description of the boundary then we should consider seeking Chinese agreement that the legislation is consistent with the Basic Law
