question of implementation until we have reached agreement with Guangdong on a line and are quite clear about the extent of the areas involved. We do not therefore intend to put the issue to ExCo when we seek their clearance for instructions for the next round of talks. But Members are likely to ask what agreement with Guangdong would mean in practice (particularly as many of them will new to the subject), and we would like to be able to respond with an indication of our present thinking. We would therefore be grateful for further views from you on this as soon as possible.
