(h) that
every
contracting State undertakes to
provide air navigation facilities and to
adopt communications procedures, codes,
markings and other operational rules in
accordance with the standards and recommended
practices of the International Civil Aviation
Organization (ICAO) (Article 28);
(i) that
every aircraft of a contracting State engaged
in international navigation shall
carry the certificates of air worthiness and
personnel
licences issued or rendered valid
by the State in which it is registered
(Articles 31 and 32);
(j) that no aircraft may carry munitions of war
in or above the territory of a State except by permission of such State (Article 35);
(k)
that every contracting State undertakes to
comply with international standards or
procedures adopted by the ICAO and to notify ICAO of any departures from these standards and procedures (Articles 37 and 38);
(1) that an organization to be named the ICAO is
established and is made up of an Assembly, a
Council and supporting bodies (such as the Air Navigation Commission). The objectives,
structure and functions of the ICAO are set
out in Articles 44-55 of the Convention;
(m) that the Council of the ICAO may, at the
request of a Contracting State, provide
technical and financial assistance to that
State to improve air navigation facilities
(Article 74);
