I attach Hong Kong telno 1355 and the four draft discussion papers on civil aviation treaties to which it, refers.
2. Hong Kong have asked for a response before the end of August so that they can hand the papers over at the next IRO sub-group meeting, but I have told them that that is rather optimistic (and not in accordance with the fourteen-day rule, of course).
If you were able to look over the papers quickly that would no doubt be very helpful to Hong Kong, but otherwise I would be grateful for any comments you may have by 3 September.
