HONG KONG: SUBSCRIPTION TELEVISION COPYRIGHT PROTECTION

As requested I have looked through HKD'S backfiles. have managed to find the attached papers:

Mr Whomersley's minute of 11 Dec. 1989 to Mr Stone HKD about the extension of the Copyright (Taiwan) Order 1985, to Hong Kong;
An ExCo Memorandum dated 20 Nov. 1989;
Hong Kong telno 3910 of 28 Nov. 1989.
Unfortunately, our 1990 file is missing and I have no idea if the Copyright (Taiwan) Order 1985 was extended to Hong Kong or not.
I hope these papers will enable you to draft the Order in Council in time for it to come into effect before October when cable television programmes are due to come on stream in Hong Kong. Will it be necessary for the order in Council to be laid before parliament before it goes to the Privy Council?

Please see the attched letter of 13 July from Hong Kong asking for a progress report, I should be grateful for your urgent advice on how I should reply.
