HONG KONG: SUBSCRIPTION TELEVISION COPYRIGHT PROTECTION

Further to my letter of 29 June, I understand from a minute that you copied to me that FCO legal advisors are pursuing the question of extending to Hong Kong the amendments to the Copyright Act 1956 introduced by the Cable and Broadcasting Act 1984. I have now received the attached self- explanatory letter from Mr de Freitas who writes on behalf of IFPI, the International Federation of Phonogram Producers.
2. I would therefore be grateful for some indication of the likely progress in this matter so that I can inform Mr de Freitas. I have already told him that I believe the necessary extension of copyright law to Hong Kong requires an SI to be made by the Privy Council and that we will therefore be unable to do anything until the next Privy Council which is not likely to be until the end of October. Do you know exactly when the Hong Kong cable programme service is likely to commence and thus how serious this delay is likely to be?
