SUBSCRIPTION TELEVISION COPYRIGHT PROTECTION
1. Thank you for your letter of 15 September. As agreed, I wrote to the Recreation and Culture Branch of the Hong Kong Government to ask what is planned for October in the way of cable television and for further clarification of the copyright problem. I have now received the attached reply from Olivia Nip. I hope it provides you with sufficient information to enable you to reply to the IFPI, but if it does not please let me know.
2. There are still some unresolved points arising from my letter of 16 September to Peter Harrison which are currently with our Legal Advisers on which we will be consulting you (and Mr Mangat), but these should not affect your reply to the IFPI as it has been agreed that Hong Kong will provide the necessary copyright protection by means of local legislation.
