Please refer to my minute of 11 October to Shelagh Brooks concerning Rachel Cartland's letter of 11 October, and to Ms Brooks' reply (you should have all the relevant papers).
2.
I have now received the Crown Solicitor's advice and the Hong Kong's draft legislation (copies attached). Please would you advise me whether you agree with Hong Kong's conclusion that an Order in Council under the Hong Kong Act 1985 is not necessary for the local legislation to be enacted.
