Further to our telephone conversation this morning, I am writing to confirm that I would like to arrange for the Hong Kong Secretary-Designate for Constitutional Affairs, Mr Nicholas Ng, to be issued with a full FCO photo-pass. Mr Ng will be attending the twenty-eighth meeting of the Sino-British Joint Liaison Group, and will be involved in a series of discussions with FCO officials.
