1. I submit UKREP telno 167 containing Mr Davies' views on the
prospects for JLG XXVIII, scheduled to be held in London from
7-9 December.
2. Like the last three JLG plenaries before it, JLG XXVIII will
inevitably be overshadowed by the latest developments in the constitutional talks. The Chinese will almost certainly react to our decision to gazette the first stage legislation by blocking all progress at this meeting and for the foreseeable
future.
4.
I recommend that Mr Davies should make clear to the press (consistent with our line on the talks that we continue to seek
cooperation with China) that we were prepared at this meeting
to make serious progress, in accordance with the obligations
under the Joint Declaration, and we see no justification for the Chinese side to continue to link progress in the JLG with
the conduct of the constitutional talks.
