1.
Thank you for your minute of 2 December. In allocating DSEF at the beginning of the financial year to Private Offices and AUSS, we leave a small contingency fund for unexpected expenditure. This is almost cleaned out this year: hence our reluctance to agree to your request for a £3,000 addition to your £8,000 annual budget.
2. I accept that the Minister is obliged to give the JLG dinner, and that the invitations to his annual reception have already issued. On the other hand, the reception last year cost some £1,700, and so maybe your forecast for £3,140 this year is pessimistic.
3. In the circumstances I have now increased the budget by £2,000. If you find, as the financial year proceeds and after you know the cost of the annual reception, that this is not enough, please revert to me and I shall see what we can do. Meanwhile I am sure you will bear in mind that our funds are limited, we are liable to parliamentary criticism for the scale of our entertainment, and it is necessary to consider carefully how much we need to spend on major events such as the dinner and reception to which we have referred.
