Dear Heri,
In January 1993 one of our aviation affiliates, the Cathay Pacific Flight Attendants' Union was involved in a dispute against the airline. In June, Courtney Chong, a member of the executive committee of the union was dismissed from the company in a particularly blatant act of post-strike victimisation. During the course of the dispute broader issues arose concerning labour rights in Hong Kong, which were taken up by the colony's wider labour movement, in particular the lack of protection given to basic trade union rights in such pieces of colonial legislation as the Employment Ordinance. I enclose for your information a document sent to us by the Hong Confederation of Trade Unions. We believe that this is an area which ought to receive some urgent attention in the period before the colony's change of administration in 1997. I would like to suggest that the ILO might give some assistance in this important matter.
