Hong Kung takes part in the activities of the ILO as non-metropolitan territory and is an active participant in the ILO-regional activities such as seminars and technical meetings. The government is represented by officers of the Labour Department at conferences, meetings and seminars organised by international or regional organisations, while activities specifically related to seafarers are attended by officers of the Marine Department.

Policies: on labour matters are formulated in the Government Secretariat subject to the scrutiny and direction of the Executive Council. The advice of the various tripartite consultative bodies is sought at different stages of policy formulation and implementation. The Committee on the Implementation of International Labour Standards of the Labour Advisory Board has been entrusted with the responsibility of monitoring the application International Labour Conventions in Hong Kong. The Labour Department is the public authority responsible for implementing employment and labour policies.

Owing to the compactness of Hong Kong, there are no regional or local agencies to which labour administration activities are delegated.

In order to ensure that statutory organisations are operating in accordance with laws and regulations and are adhering to the objectives assigned to them, they are required to submit audited statements of income and expenditure as well as reports of the previous year's activities to the Governor and the Legislative Council within a stipulated period after the end of each financial year.

In addition, they are also required under the respective ordinances governing their operations to submit to the Governor, in each financial year, programmes of proposed activities and estimates of income and expenditure for the next financial year.

The labour administration system in Hong Kong is staffed by both government and non-government employees. The staff composition can be broadly divided into five categories:

inspectors who carry out inspections of workplaces under various legislative provisions and advise the management on compliance with legal requirements.
