Article 6
1.
The Labour Department is the main public authority within the system of labour administration responsible for the initiation and review of labour policies.
It is also responsible for the implementation of labour legislation. The Technical Education and Industrial Training Department is the principal authority responsible for implementing the policies and programmes in the field of manpower training.
The system of labour administration is subject to the direction of the Government Secretariat and the Executive Council, which are responsible for the overall co-ordination of government policies. Where major policy issues are involved, consultations are conducted in the Labour Advisory Board and its committees at various stages of policy formulation and implementation.
(a) The Labour Department administers and reviews employment policies pursued by the government and ensures that Hong Kong's obligations in relation to international labour standards are observed.

(b) Regular studies and surveys are conducted by the Census and Statistics Department on employment aspects such as earnings, hours of work of the labour force, and economic activity and status of the population. These surveys provide information for the review and formulation of legislation and policies. on employment and related matters. Ad hoc surveys and studies are also conducted to assess the economic impact of proposed changes to legislation on employment and related matters.
