The Vocational Training Council is responsible for the specific field Of

The council has 20 training boards and seven general committees. The training boards assess the future manpower needs of industry and the commercial sectorsicand recommend--measures to meet such needs. Also, they prepare, job specifications; and, design training programmes and trade test guidelines. Each training board covers one major trade or industry, namely: accountancy; advertising, public relations, and publishing; automobile; banking; building and civil engineering; clothing; electrical; electronics; hotel, catering and tourism; insurance; jewellery; journalism; machine shop and me tal working; merchant navy; plastics; printing; shipbuilding and ship repair; textiles; transport and physical distribution; wholesale, retail, import and export trades. The seven general committees are responsible for training areas which cut across several sectors of the economy. These include apprenticeship and trade testing; electronic data processing; management and supervisory training; precision tooling; technical education; technologist training and translation.
Close liaison is maintained between the Labour Department and the Vocational Training
Training Council. The Commissioner for Labour is one of the four members of the council. He is also represented in 14 training boards and four general committees of the council.

The Labour Department, the Registry of Trade Unions and the Technical Education and Industrial Training Department are placed under the Education and Manpower Branch of the Government Secretariat through which the policies and activities of the three departments are effectively co-ordinated.
In addition to the Vocational Training Council, three statutory bodies are involved in manpower training. The Hong Kong Productivity Council provides training with a view to promoting the increased productivity of industry in Hong Kong. The Clothing Industry Training Authority and the Construction Industry Training Authority provide training for their respective industries. The Director of Technical Education and Industrial Training is represented in all these three organisations and the Commissioner for Labour represented in the Hong Kong Productivity Council and Construction Industry Training Authority. Through this system of representation, various government departments and statutory bodies Work in close liaison und co-ordination in manpower training in Hong Kong.
