Placement Division, the Employees' Compensation Division anc the Staff Training and Development Division. The "B" Branch comprises the Factory Inspectorate Division, the Occupational Health Division, the Pressure Equipment Division and the Mines Division which will be transferred to the Civil Engineering Services Department shortly. The "C" Branch comprises the Development Division, the Prosecutions Division, the Women and Young Persons Division and the Labour Relations Division. The remaining two divisions are the Information and Public Relations Division and the Administration Division. Three copies of the organisation chart of the Labour Department as at July 1990 are attached.

The Commissioner for Labour, his deputy, and branch and division heads meet regularly to ensure that all activities of the department are carried out smoothly and co-ordinated effectively. The commissioner and his deputy also participate in divisional meetings on a regular basis.

branch is headed by an Assistant Commissioner who co-ordinates within his branch and reports to the Commissioner for Labour through the Deputy Commissioner. Each division' is headed by "a Senior Labour Officer or an officer of equivalent or higher rank who are responsible for the smooth operation of their respective divisions. Apart from giving guidance and instructions where and. when appropriate to supplement the existing systems operations as given in such instruments as working manuals, advisory papers orders, each division head holds regular meetings with his senior subordinates at divisional level to ensure smooth operation of the division.

On all major issues of labour administration, the Commissioner for Labour is advised by

the Labour Advisory Board, which has six employers' representatives and an equal number of employees' representatives. Five committees have been established under the Labour Advisory Board to advise on matters concerning industrial safety and health, labour relations, employment services, employees' compensation and the implementation of international labour standards.

The Labour

Department publishes a report annually, giving statistics and a summary of its activities, and details of legislative changes. The report is available to members of the public free of charge.

The Labour Department also contributes to the Hong Kong Annual Report, giving an account of all important events and new developments in the employment field during the year. The report, which also contains statistical information on employment, occupational accidents and consumer price indices, is available for sale to the public.

The Registry of Trade Unions is responsible for administering and enforcing the provisions of the Trade Unions Ordinance. Its overall objective is to help bring about sound trade union administration, to protect the interests of trade union members and to encourage the development of

trade responsible

union movements. Its day-to-day functions include advising and helping persons who wish to join or form trade unions, registering trade unions, ensuring observance of their registered rules and compliance with the provisions of the Trade Union Ordinance, and organising training courses on trade union management, accounting and law.
